Q: Why would I want a spinning ashtray?
A: The spinning action puts ashes and butts below the top tier to the container that is the bottom of the ashtray. Hence, you do not have ashes that can be as easily spilled if you knock the ashtray over or other such issues. 

Q: How do you empty them?
A: Hold the blue part with one hand. Grab the silver part with the other hand and twist counter-clockwise. The silver top will pull away from the blue base.
